The HFL Supply Framework
The Hertfordshire Supply Framework is an established local framework designed around Hertfordshire schools and includes seven carefully selected partner agencies.
Procurement was funded by HCC as part of the Core Contract for Hertfordshire schools and our stringent criteria prioritise high quality placements, robust management and quality control processes as well as value for money, with an emphasis on transparency for the end user. All partners have undergone a rigorous selection process and share our commitment to excellence. The framework guarantees compliance, transparency and excellent value for money for both teaching and support roles.
NEW for September 2026
Following the national changes introduced by the DfE for September 2026, we have worked with our established partner agencies to adapt the framework and ensure it continues to offer best value for local schools.
The new HFL rate cards are provided here with pricing breakdown for easy comparison with GCA and other frameworks.

Quality assurance
The suppliers appointed to the framework were subject to a comprehensive evaluation process before award. This included assessment of:
- Safeguarding and safer recruitment compliance (including KCSIE requirements)
- Industry accreditation and statutory compliance
- Candidate vetting and quality assurance processes
- Service capacity and fill rates for planned and emergency cover
- Customer service and complaints handling
- Worker care, training and wellbeing
- Financial management, reporting and invoicing
- Social value, equality and diversity commitments
- Added value and support offered to schools
- Price and overall value for money
Following appointment, suppliers are monitored through a formal KPI framework, including:
- 100% compliance with safeguarding and employment legislation
- 90% emergency cover fill rate
- 100% planned cover fill rate
- Candidate suitability and quality
- Complaints levels and response times
- Customer satisfaction (target 98%)
- Accuracy and timeliness of management information (target 100%)
Supplier performance is reviewed through regular management information, customer feedback, complaints monitoring and contract review meetings to ensure standards are maintained throughout the life of the framework.
As the procurement process involved commercially confidential supplier submissions, we are unable to share individual tender responses or evaluation documentation.
However, the above provides an overview of the criteria against which suppliers were assessed and the performance standards they are required to meet and maintain whilst on the framework.
